I dont know how your particular retractor works, but you need to push the piston while turning.

its the oil presure preventing the cylinder from being pushed right in, dont undo the top of oil resoir or you''ll end up with the brake fluid over the engine,,,

what i did on my 1999 b5 is using a small G'clamp to squese the flexi brake pipe (rubber) to stop the flow of oil,, then undo where the brake pipe goes onto brake housing then you will find the plunger retracts well easy (only a few drops of oil from cylinder absorbe with rag),,

fit brakes, get clips in right place, conect brake pipe, bleed brakes,

make sure you note in which order the bearings and seals came out of the new disc and refit with greese,

also not forgeting the ABS ring (with slots) otherwise you'll never get the ABS working

    vola,,,

i had this problem, piston was seized and broke the retraction tool. had to get a new caliper, £75

i was told it had probs been seized for ages, then i realized that when i was parked on a hill the handbrake wasnt as solid as it should be as only 1 brake was actually working. have you noticed this

It is important to keep the pressure on the piston whilst the piston is rotated. Try to increase the the pressure without going overboard.
If this doesn't work then I'm afraid it sounds like a new caliper. Check with VAG dealer when checking prices as they have reduced prices somewhat & their price will be for new calipers rather than questionable "re-con" ones.
