Diesel Smell

I have a 1900 tdi touran . I keep getting the smell of diesel i looked under the car today and it was coming from an open ended pipe that runs next to the exhaust and spraying on to the exhaust .I dont know where the other end goes to but it looks about 13mm in dia . Any ideas Thanks

Does the end of the pipe look flared, as if it's been pushed onto a barbed fitting?

Is it an injector leak off return line?
Can you swing it in an arc to see what it might reach?
If not try vw sharan section for accurate response
