so if a burglar is caught burgling a house by two coppers, is that two offences??, or is that how the police come up with their figures? 10 crimes solved, one actually comitted, but 10 officers involved.

How are you going to get two coppers to respond to a burglary ? For that response you need to tell them you have found a vice den
