Golf overheating

We have a 2001 1.9 TDi suffering from what seems to be low coolant flow resulting in overheating but only at low engine speed. Fitted a new thermostat and water pump but no improvement. Any ideas anyone?

From your description, I'd have suggested water pump, though I then read you'd already changed it. Another way to check if the pump is at fault, is to whack the heater full on and see if the heat output into the cabin is constant. If it blows hot and cold, then there is perhaps a blockage or the water pump is not circulating the coolant in a consistant manner.
