mk 4 golf tdi 2001 110bhp no power

hi,

what is the most likley answer i have read several posts relating to this problem. and the same people have given diffrent answers to it.

i have a 1.9tdi golf that is absolutly gutless in 3rd 4th and 5th gear it boosts in 1st and 2nd gear and seems a little under powered when the car is standing idle you can rev it and hear the turbo whistle and hear it in 1 st and 2nd gera whilst driving but it only boosts till about 3000rpm then its a real struggle to get it to rev any higher whilst driving hills are realy hard work .

any help would be gratefully appreciated.
