the 109 is either a balck or grey relay....one of them is a modified good new type (cant remember which one). the 109 relays is for communication with the engine ECU and fuel injection.
    its under the drivers dash.
the number of relays depend on the amount of wiring or control unit, electrical devices you have on your car. so if you havent got electrical windows, central locking etc you will have less need for lots of relays. if you take the lower dash trim off along the foot pedals you should see them all there under the dash on the relay plate. there isnt any others anywhere else.

shooey I tell you I have got all the lower facia off and the relay plate is there but although the manual says there should be about 15 slots, mine only has the front ones 1 through 6 and they contain the correct relays but not 109. (The new 109 is grey btw). In my model they MUST be somewhere else. I already have had the breakdowm mechanic to have a look and he thinks they are hidden somewhere. I have spent so far 9 hours looking for the things. AAAAAAAAAAAAAAAAARGH.

The full model is a Mark 4 1.4-16V S. Date of delivery new was 01/08/98.

sorry, all relays should be under dash....i very doubt they be any hidden under carpet or seats etc.
there may be a couple in the engine bay maybe? as the beetle has its 109 relay there behind the battery. but i know for a fact i have changed quite a few 109 relays on golfs and they are under the dash on most models.
i am here responding and just here trying to help!!!!!!!!!!

If anybody has the Haynes manual 3727 and they look at page 12.3 then picture 3.12 is exactly how my relays look except 409 is 167 on mine. You can see there is no other relay carrier above?

If you then look at 12.13 and picture 18.4a you can see a sealed plastic box under the motor arms - could this be where the other relays are on my car?
