Water in car

My dad in law 03 Passat had water in his drivers side footwell.. Narrowed the leak down to the bulkhead. The drain was sorta clogged up so that was cleaned out and were thinking water has got in under where the ECU is situated (Via electrical cables eek) but the rubber gasket doesnt appear warped, cracked etc so no idea how its managed to get in..

Any ideas? Any conclusions on how to sort it?

PS: We sorted teh 1st leak last week, cleanmed teh drain etc and left it a week and now water in it again.

There are 2 drain holes at the bulkhead, one under the battery, the other under the brake servo(master cyl.) and its a bit** to unblock.
