2001 passat odd noise at 70mph

when my 1.9 tdi reaches about 70mph it makes a odd noise as it a plastic bag has got caught in the wheel arch,
ive looked under neath it but can see anthing wrong

ANYONE KNOW WHAT IT COULD BE

FOUND THE PROBBLEM, my car went in for a service at vw herratige in brisrol for a service and not only did they not put the engine cover caps on they dident put all the bolts on the sump sheild so when the car gets to 70mph you get wind rushing through between the plastic sump gard and the engine sump,

not good that service cost over £300

i asked for a refund on the service but all they have offerd is 10 per sent off my next service as if im going to have my car serviced by them again,
