Hey there mate. i have just sorted this problem out on my 97 8v GTi. Have you tried cleaning the throttle body with some carb cleaner? As on mine the throttle body and butterfly ionside had become mucky, causing it to stick and cut out when the revs drop. after a good clean tho its working perfectly. hope this helps...

all i did was remove the air filter main pipe. this then exposes the air flow flap inside. with mine it was all sticky and when you pull the throttle cable you could see it was sticking a bit. spray some carb cleaner (got mine from halfords £4) into the air intake with the engine off and give it a good clean up. one thing i found is that you have a sensor rigth underneath the air intake hole and if your not careful the cleaner can drip and cause problems to this but i just mopped the excess up with rag before it got there. once had a good clean i started the engine and while revving form the throttle cable under the bonnet sprayed some of the carb cleaner into the throttle body and that did the job on mine. reconnect and see how that goes..
