I've just picked up a '94 80 TDi Avant and it appears to be running cool, no more than 70C max.
Also the heater seems to be correspondingly luke warm.

An indication fault maybe, or more likely the thermostat?

Any help would be great, thankyou.

Check to see if someone has removed the thermostat.

    Will do.

Why though, would someone remove the thermostat and if it was removed, would it affect temperature that much? There's a 20C difference between mine and 'normal running temp.

People do this to solve an overheating problem. It can overcool the engine so much that the gauge will go down to the bottom, about 50°c. Even if the thermostat is there, I think you should fit a new one and "O" rind whilst it is out.
