Ok this has been an issue that has been going on for awhile and has gotten worse and worse. When the key is turned the cluster and everything comes on. But when I go to start the car the relay just clicks (however long you hold the starter on) but the car will not attempt to turn over. The check engine light DOES not come on! But when it does its usually AFTER I attempted to start the car. Then when I attempt to turn the key again its like the starter part is locked, because I cant turn it to the start position again without turning the key to the off position and when I turn it back on the computer doesn't come on and I start the process of turning the key on and off several times after 10-50 turns it might turn the ECU on. I got it to fire up after doing this process 3-4 times.

Notable things when the ignition is on the ON position.

    - Lights are dim on the cluster
    - Headlights, interior lights, and power seats, windows, and locks. Seem to be perfectly fine and bright as they always are.
    - When the car is shifted in reverse in the "ON" position the cluster lights go out completely but this is when it DID start up!
    - After so many starts, the ignition doesnt "lock" anymore and will let you attempt to start it after its already been attempted to start.
    * this probably only added to the problem

What could be drawing my voltage meter to bottom out at 8 volts. Battery and charging systems test A+

I believe the RELAY that clicks is the 3rd from the right under the dash it is labeled "240".

When we got the computer to come on then the voltage meter pops up to 12-13volts as normal. As I was saying though it still would not fire up. BUT we where however able to push start it IE pushing it fast and dropping the clutch when the computer came on.

We used to be able to get the starter to kick in even if the computer was not on. So it would crank the engine but it would not actually fire.

    RECALLED ITEMS -

I don't think this is it but there was a recall on the "tumbler" I don't know if that would have anything to do with it.

POSSIBLE ITEMS- Here is a list of things I have brainstormed as the possible problems

    -Starter Solenoid
    -Starter relay (or other relay)
    -The immobilizer unit
    -Tumbler
    -MAYBE a starter switch

Any suggestions on possible sollutions would be great.
