P0118 sensor error - 1.9 tdi BXE - late 2007

I've got a strange issue with my Golf 1.9 tdi which is giving a G62 sensor fault P0118 signal too high.
I've replaced the sensor twice with old OEM ones which I've tested the resistance of and still I cannot clear the fault.
I've also replaced the thermostat with a Meyle, it had already had a Febi one fitted fairly recently by the looks of it.
Also, the larger of the two fans runs as soon as you turn the ignition on, runs at high speed for about 10-15 seconds, then slows and runs fast again.
The temperature gauge is slow to respond but does settle eventually at the 90 degree mark and VCDS reports that it's getting up to around 75 to 80 degrees.
Also, I've looked at the instrument cluster reading in VCDS for coolant temp. and it reads -50 degrees C!!
Is it possible that the problem could be with the ECU as I don't know the history of the vehicle but some numpty had fitted a RAMair induction kit to it which I've immediately replaced with the original airbox etc.

I also have a 00778 fault with the steering angle sensor. If I can't do basic settings presumably that points towards the actual sensor and not the clock spring?

Any assistance or pointing in the right direction greatly appreciated.
