Egr passat 2013 P040300

I have a Passat 2013 2.0 tdi CFFB engine where I got error code P040300 Egr.

The workshop changed to a non-original one but could not calibrate it, had to drive the car to local VW they were able to calibrate it but the error returned.

The first workshop changed to an original one they said they could calibrate but the error with P040300 remains.

When I check live data with autocom I get that exhaust gas recirculation should be 0% but the actual value is 100%. I cannot run the egr functions using the obd, however I can run the pump for the egr cooling.

I looked at a pressure sensor N18 that shows up when I google but is it used for egr on these cars?

Do you have any tips or ideas on what I can check? I have access to autocom and some knowledge of mechanics.
I have an appointment at the local VW but it's in 3.5 weeks iand in the middle of the holidays and I'd rather have the car before then :-)
