2017 Audi A1 1.6TDi P048 Exhuast Flap Problem

I have been getting a P048 code consitently over the last month or so, I have had a look at the codes using my Vident ilink 400 and the VAG software.

I stripped of the motor and freed up the flap it was pretty stiff but now springing back to open when released.

In the diagnostic options I have run the Active test and the motor is moving through the full range of movement so I belive the motor and flap are OK.

The codes clears Ok then reappears when I start up again.

Is it possibly the control of the flap motor that is faulty? perhaps not registering its actual position, any ideas how to test for this?

Car has had lots of short journeys recently so tried lubricating the motor flap shaft and it does turn freely, so probably not the issue.

Brake light switch is operating OK when I do the active test and lights are functioning when pedal pressed, (Isaw that as a potential issue on the interweb)
