    How does one switch off driver's seat belt alarm (permanently)..? I am willing to cut wires if need be!

    That would be a safety feature and therefore a legal requirement to have it. If you sold the car on with it disabled and the worst was to happen - you could be liable.
    On a temporary basis it can be changed with the right diag tool vcds, obdeleven and the likes.
