Need help with a rough running tdi.

I have here a 2009 Scirocco GT TDI 170 CBDB. Just got it so know very little about it, Car cranks long before starting and when it does fire up it runs rough on idle and shakes like running on 3 almost, Seems smoother in higher RPM but it does make a lot of white smoke and a bad diesel smell with it. Someone before me has blanked EGR but guessin it wasn't deleted in ECU as still throwing P0401, Also when key turned to ACC the injectors click rapidly/buzz for a second. Is that normal?

So far i have tried draining all old fuel and replacing it with fresh stuff along with a new fuel filter, Also pulled injectors and left them in the ultrasonic cleaner for a couple of hours. Also verified all injector codes matched up with DS150E.

Here is a video of it running, Front end off in this video including intercooler hence loud sound and red temp warning light,

    Codes saved are

P0401 - Exhaust Gas Recirculation Flow Insufficient Detected - Permanent

Ok wee update on this one, Injectors were swapped and no difference, Then had a mate call and he noticed starter motor was smoking when cranking and quite hot so we assumed it was shorted out inside and got replacement but it made no difference, Finally last night i noticed with black lead on battery nagative post and red on EGR body with key on engine off i could see 12v where im assuming should be ground at 0v?? I removed EGR leaving only the connector for the EGR plunger plugged in and still had 12v from it to batt negative. Few other components also had voltage on housings where im assuming should all be 0v..... So i went over all grounds and did find 2 badly corroded ground points on the car, also found one covered in paint from previous repair so ground there must have been very bad. All wire brushed now and back to clean shiny metal and problem is still there.

Only new code was P1603 ECU...... Hoping its due to insufficent power due to short/parasitic drain

Anyone any ideas what i should look at next???

The only thing I can see which is not mentioned is if you were getting a full 12v from EGR body to battery negative post you must have a short on a positive which is turning the whole normally ground circuit to positive.
