2.5tdi v6 AKE -01 camshaft problems

the camshafts and fingers/rocker arms have recently been changed on both sides by the previous owner at a garage, meanwhile they lifted the right head and changed valves. The problem is that the valves don't close when the camshaft is mounted. But when I remove the camshaft the valves seal properly. Could the problem be something about the hydraulic tappets? I don't know if they also were changed or if they are old.

Is it both sides where the valves do not close? You could do with finding out what was fitted, part numbers/make
