headlight range control position wayout

Driving home at night and getting flashed by cars on the opposite side of road so I pulled over into a layby and checked lights
Yep the lights were self leveling but not at the right level, they were pointing upwards. When I got home I checked the settings for exterior lighting all were correct. When the headlamps are turned on at the ignition they both move up and down then settle but are set way to high.

Is this a sensor failure on rear or front suspension or braket failure or something else ? Has any one else had this problem

Yes it could be a level sensor on either the front or rear , usually on n/s of car. could be a worn ball joint on the arm or an electrical fault.
