There seems to be some sort of pressure relief hose that comes out the car on underside behind the front wheel at the drivers side. I assume its part of the fuel line. Anyone what it is or what it is called?

I have a large fuel leak coming from that hose, seems to be pressure related as when I take of the fuel cap the leak stops. Very strange. Any ideas what is causing this and how to remedy?
