I'd get a diagnostic scan done. What year is the car? Engine?

you say it turns over and cuts out ? if it starts and runs for 1 second, then stops, which is what i think you are saying, then thats the immobiliser stopping it from running. this is part of the dash cluster, so ties in with the dash not lighting up. i suspect there is either, as doc suggests, a blown fuse to the dash panel, or the dash itself has died, or there is another reason for it not powering up. to see which it is, i would start with a scan, and if nothing is conclusive from that, i would remove the dash and use a multimeter to check the power cable that should be 12v with ign on, and the earths. if you have power where there should be power, and earths where there should be earths, then i would box up the dash and send it to bba reman (google them) and get it tested and /or repaired. DO NOT even consider a used dash as it would need programming to make it work. the only real other option would be a new one from vw.
