    Orange ring around what?

No lights in my change trays. Do you mean the trays either side of the red Hazard warnings' light switch?

My brother said it's the same bulb to illuminate both the orange ring and the light that you can see just above the metal ball-bearing. There is even a clear plastic square on the removable change tray to let the light in from the bulb.

That's the Ashtray and Cigar lighter from pix you've given. To remove tray just lifts out. Underneath are two screws, remove them and you will get access to bulb holder -- one is for the clear perspex window on the right, the other will give you access to cigar lighter after removing the surround

Unclip (it pulls away from the bottom) the surround for the aircon/heater control panel.
With the two screws removed from underneath the removable ash tray you should be able to access
the clear panel side (my bulb's out) and the cigar lighter female.
