My a4 has the same fault.
I've been told the flap jams up so doesn't move correctly.
Can the full flap mechanism be remove so the motor can move freely again?

This is becoming a common fault on higher milage TSFI motors. As long as the manifold is off, check the amount of carbon buildup on the intake valves. If the motor is not running smoothly, it would be wise to consider having the intake cleaned while they are in there. Carbon buildup is common on direct injection engines.
