Instrument cluster illumination issue

Hey Guys

So here is the Deal
2003 audi a4 avant 2.0 wife was driving home from work and dash lights instrument cluster went out Needles and lcd still light up and work But the Numbers signal lights do not light up. Driving it today the backlights came on but still no signal lights on the dash. Went to get out of the car and the instument cluster would not turn off everything stayed lit up. So pulled the fuse and now back to original problem.

Could it be head light switch fault or the gauge cluster?

double check contacts on the plugs on rear of dash, and in the fuse box. Dash problems are quite common but hopefully its not that bad.
