VW Passat 2008 2.0 tdi BKP blue smoke and morning start problems

I have Passat 2008 2.0tdi older engine, the problem is blue smoke in the morning and hard start it sounds like not all cylinders starting at the same time. Turbo charger, injectors and glow plugs a brand new. After change I expect big improvement but starting issues left the same and still smoky, I noticed that over 2500 rpm loosing or no power. 310k km on the clock. Then engeine is hot you could smell burning oil. Thanks for your help.

When was the fuel filter last changed?.

I changed fuel filter around 4 weeks ago, when I changed the filter I found jelly and black filter same colour as oil filter I was shocked when I see it. Some one said it could be camshafts gone.
