Tyre Pressure - 03 Passat

I have recently bought a 03 Passat 1.8 T. Fuel flap states tyre pressure in BAR as follows:

2 Passengers
2,4
2,2
Load with 4 Passengers
2,6
3,2


What tyre pressure should I have in front and rear in PSI for these conditions?

Those pressures seem alot lower than that stated on the fuel flap?

I also have a 1.8T...
