AFAIK that method will work on a fob that's previously been trained for that vehicle. Not a blank. Nor a fob that's previously been coded for another vehicle.
Havn't tried it myself but saved a similar description in case needed

There is nothing wrong with the keys. You need a new steering lock. Take it to VW and get a new one fitted. You can DIY it if you are up to it but it isn't easy. See details here:B6 STEERING FAULT - PASSAT

iirc you need VCDS to program keys, gone are the days of the self learner keys

Nick, how long since you changed the fob batteries?

If it's a long time or never it's possible it's just dead batteries causing it, I think it will be the lock though given the history of lock fails these cars have had, worth a try for a packet of watch batteries though.

AFAICR the battery is a CR2032, same as found in older PCs' BIOS as a keep alive cell. Maplins do them.
Both my fobs are over seven years old, havn't changed either battery. One fob's in daily use

Couldn't find anything on Ross-Tech's VCDS Wiki except for Generation 3 Golf. Could this be an urban myth?

I've spoken to VW customer services, they've given me a reference number to take to the dealer. They need to run their own scan and then speak to customer services about getting part/all of it paid for so fingers crossed on that.

If it is the steering lock the dealer price should be just over £300 fitted.

I'm told steering column and control unit.... oh and my tyres, and my brakes, and my discs (all the standard dealer things they recommend are done at the same time).

VW customer services promised to call me back first thing in the morning, funnily enough the problem hasn't happened since Monday 27th May and I've started the car over 30 times since.

This fault is often temperature dependent. Gets worse in the cold. You may be ok all summer!! now. I'm surprised they think the steering controller is faulty as well. It is usually just the lock although the controllers do fail too. The steering lock is only £75 but is fiddly to fit and only VW can code it to the car.
