Does the light telling you to press the brake extinguish when you do? If not it is most likely the brake on off sensor that the pedal operates - irrespective of whether the brake lights work (two switches in one)

It is the brake light switch I'd say. It is above the pedal. If you find the pinouts, you could bypass it, but it is a 4 pin switch, and different pins get shorted whether the brake is up or down this is why the brake lights can still work. Of course it may not be this, but sounds like a likely culprit.
