I previosuly owned a 2004 mk4 Golf TDI which began to develop a rusty front wing (rusting from the inside out). This was caused by a design fault which I understand affects the A4 too.

I would like some advice on how to remove the front wheel arch liners (best way to remove clips and so on) so I can get to the offending area -

I expect to find a block of sound insulation material wedged in the wing cavity resting on the top edge of the wheel arch. Over time (especially on diesels) this material moves/vibrates and rubs away the paint allowing the wing to rust from the inside out. The soloution is to cut away a section of the sound insulation material at the bottom so it does not make contact with the top edge of the wheel arch.

My 2002 car doesn't appear to have any rust but prevention is better than cure!

Remove the wheel and then there are a number of torx screws holding it in place, although i don't think you will be able to see all the insulation you want to. good luck however it may have already started but just not got through yet. I have a 2001 and it is not showing any signs on the wings yet but is rusting on the drivers side front and rear doors from under the chrome trims
