My son has just got a '98 a3 1.8t, temp gauge never really rises, I've changed the thermostat so I think it's the sender.

On his car there appear to be 2 senders units, both in the top hose flow, one alongside the engine block and one closer to the front of the car, which is the gauge sender? and what is the other one for?

You're quite right, it will definitely be the sender.

Temp sender you need to change is the one closest to the engine. On the 98 1.8T (AGU) It will be green in colour with a square connector.

The other one is a fan control switch.
