That is exactly what they are. The U.S. must require them to report it. Many of them are just notices that say how that tell dealers how to diagnose and fix common problems. It seems that they were meant for service technicians. However, many of them contain wording that indicate a "secret warranty." If you read a TSB and it says, "check for availability of good will assistance," this is often code words for a secret warranty existing. There are 4 states that currently have secret warranty laws that require companies to inform affected owners and reimburse those that have already paid for the repair. The TSB I found stated that engine damage was covered that was due to the timing belt tensioner system breaking.

They also seem to be a way for companies to avoid a complete recall but still address a problem. How do dealerships in the UK communicate this type of information?
