I don't know if you've done this already, but before plugging the interface into your USB port; download and install the software. Let it do everything it wants; including loading the USB drivers. Then plug it in and let the 'Found new hardware' wizard do its stuff. If it asks if it may searck on-line, say 'No, not this time'
Now run VCDS and go to 'Options' and then 'Test'. With the interface plugged into your computer - but not into the car - it should say 'Interface Found' and give the type; informing you that it's not plugged into the car. If you're this far, the software and interface are working fine.
