Completely stop, or go onto an intermittent setting? They are meant to do the latter.

New Passats do the same, check your hand book it says that the wipers switch to the speed below when the car is stationary and resume the original speed when yo move off again.

You car has nothing wrong, the wipers change to a slow setting when you are not moving and resume the proper setting when you starting moving again. It something inbuilt, factory default. Plus saves you up of the wiper blades

The wipers completely stop when the car stops moving. The rear wiper is not working at all, I am thinking this is a switch problem as both are playing up. I think both relays or both motors not working at the same time is unlikely.
