I've the same problem which I haven't had time to look at yet but I've read elsewhere that:
1 when both bulbs fail, the canbus only sends 0.5 volts to the contacts. If you replace the bulbs, it still doesn't work until the car is stopped and re-started as it only looks at the bulbs on start-up
2 Others have spoken about the wire failing where it comes through the tailgate (avant) or bootlid (saloon).
3 the prongs on the bulb holder which lean against the brass contacts are apparently easily accidentally bent the wrong shape so don't properly touch the brass bits.
4 When removing the cr@p screws holding on the bulb holder, if you lose the tiny washer behind the screw, then the holder isn't tight enough against the contacts for a good connection.
I suggest you check the voltage first if you've access to a multimeter.
