Under 21's should have a limit of 80bhp or something like that, this way youngsters can build up their NCD and gain experience behind the wheel before being able to drive faster cars.
Sorry that sounds really boring and anti-young people, but I continually see youngsters driving like absolute morons, and blatently can't handle the cars they drive. A young lad in a focus RS or something like that nearly caused a 4 car pile up by overtaking me and the car in front on a blind corner last week. Of course he thought it was hilarious!?
For all you responsible young drivers ignore the above rant!
PS: I'm only 30, but what a difference in attitude between people my age and those of typical 18-21 year olds.
There's some mileage in the thought though that we'd all drive better with instead of an airbag, stick a 12 inch spike there.

I could not be more with you on that, i think young drivers should have a power cap and an engine size cap, however a 1.2 clio can still be driven badly and still be driven to fast around town, i think young drivers under 21, should be banded on the spot for driving to fast and dangerously, and they car crushed as punishment, it might make them think.
Re: how much is insurance on a GTI FOR 19 YR OLDS.
Yes, you are quite right, even lower powered cars can still be driven badly.
The only thing that will fix this problem is introducing something that completely changes attitudes towards competitive and dangerous driving.
The whole thing stems from something deeper than just kids having access to fast cars. It wouldn't be a problem if they drove them in a decent manner. I think this issue is a by-product of the general malaise and poor standards that have beseiged British society over the last 10 years or so.
Of course insurers will never introduce a power or engine size cap, because then they'll have no excuse for charging everyone so much each year! The current situation suits them.

my first car was only 75BHP! GOLF 1.4! LOL
SECOND CAR 100BHP
CURRENT CAT 140BHP
ALSO I DO NOT DRIVE LIKE THE STUPID LADS IN CORSAS,SAXOS, CLIOS...I HATE THEM!
I JUST WANT A BIT MORE POWER AND A GOLF AGAIN DUE TO DRIVING 200MILES A DAY AND THE GOLFS ARE GOOD ON MOTORWAYS!
