Thats the one way drain valve, give it a clean, you can remove to clean but put it back.
quick update
i took out the oval rubber bung under the battery and dropped it in the hole
i felt around under the bulk and found another rubber bung but different shape with a valve on it (like kite described) but it didnt seem to fit in the original hole hence the presumtion it being another bung
anyway waters all gone thanks kite
dried off the windows and hopefully all sorted
but no drain plug?
maybe thats a good thing im not sure

You can do it with the battery in place. You can get to the drain hole underneath. I didn't remove my battery and all has been ok for 5 years.
I do get damp though as it's not used for very longer journeys. I always use the air con and have not damp in the car! Only happens on certain days!!
you may be able to use a bottle brush to feel under the battery for the drain hole and gently push the muck through awkward but saves moving the battery.The drain holes needed to be larger or more accessible and seem prone to clogging up >
once clear I would check the area regularly especially if like me you have to park under trees a lot!
If you did have water in there you might find that the pollen/cabin filter is moist thus encouraging damp to be drawn into the car interior and eventually to the screen,but generally the soggy dog smell would point at the carpets being wet
