The connection E7 is just a welded point or crimp terminal "somewhere" in the harness but from your figures it is OK. I think the NTK sensor heater circuit is not drawing the current the ECU would expect. Do you have the old sensor? If the heater circuit is intact you could check the resistances against each other, I don't know what that one should be.
