Yes, you can code them out with VCDS or dealer equipment.
Have to say that when i've driven the odd car with them fitted, i've seen no benefit from them at all.
They just look stupid IMO, especially when going round/on/off roundabouts.
Manuafcturers should fit better headlamp designs, but then they wouldn't make extra money from selling optional extras.
It's easy using VCDS:

A Passat that i drive at work has them, but also has adaptive bi- xenons too, which makes the fog light turning light pointless.
Sorry, I have to say I find them useful in rural driving (the majority of my driving) but agree it would be nice to have the option of disabling them via the OBC.
I can maybe understand the reason for having them at low speed, i.e. turning into a driveway or car park space but why do they come on with indicators? I agree with percymon that they look stupid on roundabouts.
Drive faster, they don't work above 25mph
