Cooling Fan On All the Time..?

Another question regarding my 2004 Passat TDi...

Any idea why my electric cooling fan is on all the time..?

Should it be (doubt it myself!)...?

From cold it appears to be on for no apparent reason...

Help..!

Thanks, I'll check tomorrow by turning off the climate...

If I turn the Climate off the fan stops...
