Headlight Adjuster Motor Malfunction

Has anyone heard of this before, the engineer at my local Audi Dealer certainly hadn't.
My A4 headlights are fixed on lowest possible range and cannot be adjusted using the headlight adjuster switch. However, the motors, on both headlights are running continually trying to reset the headlight level. I can't believe it is a problem with both headlights and I would rather not pay for 2 new headlights.
So would welcome any ideas or better still solutions - hope you can help.

Try unplugging the switch and see if the motors stop running.
