Is Climate Control Air-Con?

Hello all,
this probably sounds like a slightly stupid question but I have the VW Climate Control in my VW MK4 GT TDi 130, each time I put the Climate Control onto it's coolest setting it doesn't seem very powerful & there's a whirring noise coming from around the rear of the car almost under the right hand passenger seat.
I was wondering would this mean it does have air-con & it could do with filling up?

Yes you have got air con. You'll be able to change it from automatic (air con on) to economy (air con off). If it's set to automatic and on the lowest setting and still not cold it may need re-gassing.
