1993 vw caravelle

am looking to buy 1993 vw 2.5 petrol caravelle with 170000 miles. it has failedan mot on high emmissions but i am told its cat is new and the ecu is fine and has been tested. any ideas to rectify the emmissions .... i dont know the exact readings. it is also overfuelling when cold . any advice before i go and buy it
