Skoda fabia vrs 1.9 tdi 2005

Hi I have a Skoda vrs 1.9 tdi pd
The cooling fans are not kicking in
I have changed the fan sensor on the side of the radiator
I have also changed the temp sensor in the thermostat housing
The fans are still not working
I have also checked all fuses

Any help or direction is a bonus

Do the fans run if you turn on the air con?

No the fans are not working with the ac on
