Uninitialized control module

I searched the forum and found 3 very old threads (2012/2013) but without a solution to the problem.


I have a 2018 Audi A4 B9, I have the VCDS 21.9.0 version, I have done the scans and various encodings without any problem, however I cannot do an encoding.
This is the coding to increase the flashes of the arrows from 3 to 5, on the control unit 46, unfortunately the notorious warning appears to me that tells me to insert or modify the uninitialized control module.


I tried them all:

but without success ... does anyone have a solution?
