Audi B7 - my first accident and I need some help

Good evening everyone,
Few hours ago, after a nice day out... it happened.
I was on Burdett Road trying to change to B140 (see pictures below) so in order to do that I had to give way to traffic on the main road. Meanwhile, one guy behind me tried to do something that I can't understand and bumped in me.
My rear bumper I think that needs to be replaced and the left rear quarter... I'm not sure if I can fix it. Anyway, he doesn't care about his car and offered me 200 quid to fix my car because he doesn't want to involve his insurance company to avoid any raise for the next renewal.
When I asked for his details, he said that the only thing he can give me it's a screenshot of his insurance because all the paper are at his home. I'm not sure if they are valid because it is dated 30/08/2016 and the title of the email is "Notice of cancellation - Collingwood Young Driver Insurance".
I have his plates number, his mobile number and few photos and videos.
My questions are:
1. How can I fix my car on his insurance? I cannot accept £200 because the repair costs with parts are way more.
2. I was thinking to make a claim through my insurance because maybe they can trace his real details but will this affect my policy? My car will be CAT D or C?

Sounds like an uninsured driver to me. As above get police involved and contact your insurance company. They will sort out the rest.

You sound naive. You should have notified the police straight away. Failure to pass on details is an offense.
£200 wouldn't buy the paint in London.
Anyway- i hope it gets sorted.
