air con problems

hi all .
i have a 99 1.9gt tdi golf.
has normal air con /not climate control.
when i first start the car the air con pipes and blower get cold then it cuts out and does not work .
i have had it regassed.
the fans seem to be running all the time on the rads.
is this correct or is it a fault?
can anyone help me as i am banging my head here.
