Wiper Problems

I have had intermittent windscreen wipers for a few months now. I thought it may be due to the long dark cold days of winter when they took a few minutes to get going first thing in the morning. Now we are heading for the heady warm days of summer(?) I thought the problem would disappear - alas it has not. The wipers always work eventually, and I am considering replacing the wiper relay as a first attempt at solving the problem. Could someone tell me where this is located, how to tell if it is working properly or not and then how much to expect to pay for a genuine replacement. TVM
