Coilovers or shocks and springs?

My 1998 gt tdi is in need of some new shockers so im on a bit of a tight budget to replace them. so the question is do i get some cheap coilovers or a set of sport shocks and springs?

Im not really after lowering it much and im after making it a bit stiffer but not too much.

Go for shocks and springs, otherwise if the coilovers are not adjusted frequently (ie the right height), then they can sieze.

A good set of shocks and springs will provide a far more comfortable ride too.
