Is a new dash panel/speedo rev counter unit plug and go?

Is the milage stored in the ECU?

Usually swapping in a different cluster is not plug and play. Depending on the year of the car, the Immobilizer needs to be readapted and the mileage changed on the cluster. Unfortunately not as simple as removing the old one and installing the new one. If the Immobiliser doesn't match up, the car will not run.

It is possible to swap them but it's a specialist job. We can do them but I am unsure of your location.
