golf mk3 foglight stays on

hi mates got a mk3 golf estate on a p reg recently when he switches on his headlights automatically withought pulling the switch out the rear foglight indicator lights up as well as the actual rear fog lights. it is so annoying i have changed the headlight switch for him but the problem's still there,

what shoud i try next take fuse out ?
