On my '98 1.8T pressing the 'unlock' button on the keyfob once opens all four doors and the boot.

On the 'new' '99 1.8 (for my other half - who never wants to give the Turbo back when she has borrowed it!), one press of the 'unlock' button opens just the drivers door.
Two presses are needed to open everything.

I understand this is a "dealer-set option" but can I change/re-set the '99 cars system so that everything opens on one press?

The coding of the convenience unit has to be changed. This can be done by most garages who have a diagnostic system and know what to do or by someone with a registered version of VAG-COM/VCDS.

You need to change the coding of your central convenience controller from "Selective Unlock" to "All Unlock".

Using VCDS, select [46 - Central Convenience] controller. Then [Coding - 07]. The number there represents bits which are set (=1) or cleared (=0) for various options. THe decoder table is:

4096 = 4 power windows (0=not)
256 = 2 power windows (0=not)
2 = memory seats (0=not)
1 = All door unlocking (0=selective unlocking)

You can read the coding you have, which should be an even number (because the last bit is zero for selective unlocking) and add one to it, and write it back.

For my MY2000 Passat GLX, the number stored is 4098 = 4096 (4 power windows) + 0 (not 2 power windows) + 2 (for memory seats) + 0 (selective unlocking).
